Zoom Initial Department or Admin Set-up

This ticket allows for the initial setup of the Zoom sub-account admin.  This will be for the account owner, of whom will be responsible for all aspects of the account from user management to billing.  These functions can be re-assigned to other admins, but ultimate responsibility will fall on the account owner.  If a departmental ID is used then it would fall on the departmental ID sponsor.
