Once the hiring authority has selected a finalist and an offer is made and accepted (contingent on background check), you will create a hiring proposal in UGAJobs. You must be an Initiator to start the hiring proposal.
All staff hiring proposals must be linked to a position description.
You also have the ability to hire multiple staff from one posting as long as you have a position description for each "seat." If hiring multiple candidates, the seats must be identical. Also note that what you hire for must be what you recruit for.

In this article, you will learn the steps to generate a hiring proposal for an applicant for a staff position.
On the UGAJobs homepage, click the Postings link.
Click the Staff link.
The Staff Postings page is displayed.
Select the Working Title for the position you want to review.

The Posting page is displayed.
Click the Applicants tab to review the applicants for the position.
On the Active Applicants page, click on the last name of the appropriate applicant from the list of applicants.
The Job Application page for the applicant is displayed.
Verify that the Current Status is "Recommended for Hire".
Click the Start Hiring Proposal link.
The Selected Position Description page is displayed.
Click the Select Position Description button.
A confirmation message window is displayed.
If you want to proceed, click OK.
The Posting Details page is displayed. You can view the detailed information regarding the position.
Click the Next >> button.
The Hiring Proposal Details page is displayed. On this page, you will add information to generate a hiring proposal.
Select the prefix for the applicant.
Enter the appropriate information into the Candidate First Name field.
Enter the appropriate information into the Candidate Middle Name field.
Enter the appropriate information into the Candidate Last Name field.
Enter the appropriate information into the Address field.

Select the appropriate State list item.
"GA" is selected for this example.

Repeat this process to select the Anticipated Start Date.

Click the Full Time/Part Time list.

Click the At this time, are you ready to remove the posting connected to this HP from the web? list.

Click the Is the applicant currently employed by another institution within the University System of Georgia (USG)? list.
Click No.
Click the Is the Candidate currently employed by UGA? list.
Click Yes.
Click on the If yes, give name of department. field.
Enter the appropriate information into the field if needed.

Click the Is the Candidate a former employee of UGA? list.
Click the Is the Candidate currently enrolled in classes at UGA? list.
Click the Is this person/hire a DCAP (Dual Career Assistance Program) participant? list.
After completing all the sections, click the Next >> button.
The Salary page is displayed. You can add detailed information regarding the salary for the position.
Enter the appropriate information into the Offered Salary field.

Click the Does the offered salary require a Request for Salary Approval (RSA)? list.
The HR Compensation Department section is managed by central HR.
The Budget page is displayed. You can review detailed information regarding budget for the position.
After reviewing the information provided, click the Next >> button.
The EEO Information page is displayed. You can add detailed information regarding Equal Employment Opportunity for the position.
Click on the Detail special efforts to attract statistically underutilized applicants for this position field.
In the Reasons for Hiring the Applicant section, click the appropriate options. You can select multiple options.
Click the The experience of the candidate selected to receive offer was stronger than those selected to interview option.
Click the To your knowledge, is the person offered the job a Protected Veteran? list.
Click the To your knowledge, was any rejected applicant disabled? list.
Click the To your knowledge, is the person offered the position disabled? list.
Click the Accommodation offered? list.
After completing all required sections, click the Next >> button.
The Employment/Appointment Forms page is displayed. You can view various forms in relation to employment and appointment.
Click the Hiring Proposal Summary link.
The Hiring Proposal/Summary page is displayed. You can review all detailed information that you have completed about the position.
When you are ready, hover over Take Action On Hiring Proposal list, then click the Submit (move to Approver) link.
Click the Submit (move to Approver) drop-down list to select the appropriate approver.
Enter comments if needed.
Click the Submit button.
The Hiring Proposal/Summary page is updated to the "Approver" status to indicate that the proposal has been advanced in workflow.
